Treatment Instead of Prison (TIP)


MISSION: To work both locally and at the state level to build a better Wisconsin criminal justice system.

Treatment Instead of Prison (TIP) has been a statewide campaign of RIC/WISDOM for several years. The goal of this campaign is to find ways to provide alcohol and drug treatment instead of incarceration for nonviolent drug-related offenders. This approach more effectively addresses addiction as a personal and public health issue and reduces the costs of incarceration to the family, local community and the state. We have had success in helping to establish a pilot program for a local Drug Court in Racine. Through the work of WISDOM around the state similar programs have taken root and proven their value over time. Treatment Alternatives and Diversions (TAD) funding is now part of the state corrections budget. But the impact of these successful programs could be much greater.

At present the focus of our TIP work has been the local action of our Sacred Ground task force, which is laying the groundwork for the establishment of a residential drug and alcohol treatment facility for women and their children in Racine County.

Beginning in 2011 we anticipate being partners with the other organizations in WISDOM around the state in a renewed campaign "Treatment Instead of Prison: Alternatives to Incarceration." The goal of this statewide campaign will be to build and expand upon the successful alternative models that have been created in recent years, in order to make a fundamental change in the way Wisconsin approaches criminal justice with nonviolent offenders whose main problem stems from addiction and/or mental illness. By engaging those involved in public health, law enforcement, public policy making, the judicial system, and community action, we can change the way we work for the good of all.
